The necessity of the existence of government in human societies has never been doubted in the areas of establishing social organisation and discipline, establishing security, and controlling the society. In the Islamic code, which is clearly stated in the Qur'an (Qur'an, 30:30), Islamic teachings are in accordance to man’s nature. Therefore, they are harmonious with its various requirements.
